Eating dogs?

I got this picture from a sign at Monoprix a few weeks ago, and I finally got it off my phone.

So what exactly is 'saucisse doggy'? I know some French people still eat horse, and things like liver, bone marrow, and cow's tongue are still common, but dog? Anyone have a suggestion or explanation?

P.S. A google search turns up a gay sex blog, an anime and manga site, a slave to fashion page, a page of videos of people with their dogs. Not really helpful
